A computer gets an IP address from the network, while a network device comes with a preset IP address from the manufacturer. Local networks assign computers private IP addresses within a reserved range (see DHCP and private IP address).
Network devices, like routers, have a default IP address. For example, Linksys routers usually use 192.168.1.1. Most users keep the default setting, but it can be changed for complex networks. See default gateway and IP address.
